To start working with HLP, your agency must first complete a provider application to become one of our Preferred Partners. Once your application is approved, you’ll be able to refer clients directly to us.

Co-Founder
Heidi F. Friedman is a dedicated elder law attorney, advocate, and speaker with a passion for helping families navigate the legal and emotional complexities of aging, long-term care, and asset protection. As the founder of Friedman Elder Law & Estate Planning Department, Heidi has spent her career guiding seniors and their families through critical life transitions, ensuring they receive the care, benefits, and legal protections they deserve.
Her personal experience as a caregiver for both her mother and father has profoundly shaped her empathetic approach to elder law. As a mother of two sons, one with special needs, Heidi deeply understands the challenges families face when planning for the future, making her an invaluable resource for those navigating elder care, Medicaid planning, special needs trusts, and estate planning.
In addition to her private practice, Heidi has expanded her impact through her new company, Honor Link Partners, which focuses on assisting wartime veterans and surviving spouses in qualifying for VA Aid and Attendance benefits. Through her VBMS (Veterans Benefits Management System) access, she helps veterans receive the benefits they have earned with greater efficiency and accuracy, working closely with home health agencies and care providers to streamline the process.
With two brothers and a nephew who are veterans, Heidi has a deep personal appreciation for the sacrifices made by service members and their families. This connection further fuels her dedication to helping veterans secure the benefits they have earned.
Beyond her legal work, Heidi serves on the Advisory Council for the Area Agency on Aging for Broward County and is a Florida Bar Board Certified Elder Law Attorney. She is also actively involved in the Dementia Care and Cure Initiative. Her commitment to education and advocacy makes her a sought-after speaker on elder law, special needs planning, and veterans’ benefits.

With over 20 years of experience in the healthcare industry, Carmen has dedicated her career to improving care for seniors and veterans. Starting in senior care, Carmen held key administrative roles in Skilled Nursing and Sub-Acute Centers, where she was responsible for managing all financial operations involving patient care and ensuring the highest standards of service. Her leadership and dedication significantly improved patient outcomes and facility operations.
Transitioning to home care, Carmen led a home care agency from obscurity to becoming the leading provider of services in the county. Her strategic vision and hands-on management approach resulted in the agency’s exponential growth, setting new benchmarks for quality and reliability in home care.
For over a decade, Carmen has specialized in serving veterans, a passion that has driven her to become a trusted resource and advocate for this community. Through rigorous self-education and experience, Carmen has become an expert in identifying and securing funding sources for veterans seeking care. She has established partnerships with fully vetted companies, ensuring that veterans receive the highest quality services available.
In addition to directly supporting veterans, Carmen has also worked closely with agencies seeking credentials with the Veterans Affairs (VA) to provide care to this important population. Her extensive knowledge of VA processes and commitment to excellence has made her a sought-after consultant and partner in this field.

To qualify you must meet certain criteria.
1) Veteran must have served active duty during a war period.
2) Client must have a medical condition that requires assistance with activities of daily life, such as bathing, dressing or meal preparation.
3) Does the veteran, spouse or the couple have a total net worth at or less than $159,000? The primary residence or vehicle are not counted as an asset, however, savings accounts, checking accounts, IRA’s, stocks, bonds are counted.
